Located between the Gütsch and the Reuss is the Basel-Bernstrasse quarter of Lucerne, called BaBeL for short. It's culturally diverse, and home to people from some 70 nations. The BaBeL "Basel-/Bernstrasse Lucerne sustainable neighbourhood development" project was launched to upgrade the quarter in a sustainable way.

Medieval Lucerne stopped where Kasernenplatz is today. Everything the town didn't want was put outside its walls, including the infirmary, a hospital for leprosy patients, the slaughterhouse and the prison. Since dwellings here were cheap, itinerant workers, migrants and refugees moved into the quarter.
